Fwiw, I came up w/ a new set of weighted years in NOAA 20CRv3 after accounting for ENSO strength (2x weight to strong-super Ninos, 1x to moderate) the +IOD, -PDO, warm tropical Atlantic, a neutral-negative Dec -NAO.
