It appears that the last ~7 winters have been dominated by a strong ridge N of HI regardless of bg ENSO state leading to unfavorable pac patterns. This is very different from the early 2010s which featured troughs N of HI which facilitated big snows in the lower 48. pic.twitter.com/pSQyOAlh8E
