This seemingly stochastic®ular occurrence of the internal vortex split (not SSW, just of the lowest heights) is the vacillation cycle. It's usually very coherent in strong vortex winters, IIRC. The idea of it being tied to regular tropospheric waves makes sense to me in NH.
