El Niño cold season rule of thumb: the weaker the Walker Cell, the more mass flux into the eastern hemisphere and "east-based" the Aleutian Low will be. ENSO strength is of course 1 thing but 1987 and 2009 were much stronger Walker Cells than 1994 and 2006, so yah know...
