I used the ten year period starting with 1879-80 to 1888-89...The coldest decade was 1959-60 to 1968-69...the coldest ten year period was 31.2 from 1960-61 to 1969-70...

while NYC's average winter temperature is on a steady rise since the 1870's Philadelphia's aren't...the coldest period was from the 1940's to 1980's with the 1950's as the exception...

NYC observations has always been taken at Central Park?

 

Philadelphia observations were recorded at five different center city locations from Jan 1871 - JUN 1940 & then moved to the current PHL location. I believe they've even relocated observation sites at the airport on several occasions, at the very least during the ASOS implementation. 40, 50, 60 & 70 years ago the area surrounding PHL wasn't nearly as urbanized as it is today so that was a significant change from the previous center city locations.

the location of the thermometer shelter can make a big difference...I was looking for that information but can't find it...

There's a site out there with some info and a google earth satellite map of the location of KPHL (based on the metar coordinates).  It's not far from the river and any breezes blowing across the river towards it seem to affect the temps at times.  You can zoom and pan on the map to a degree.

Maybe the little propeller guys hang out around that end, where the bigger jets turn off before getting that far.  The image snapshot shows a couple bigger jets sitting ready to take off (if you zoom out and go due left of the location).  I remember years ago the complaints about obs done on a terminal roof.   It doesn't seem like that setup has been there 20 years ago this year.

I thought that I had read somewhere that the official measuring station was actually located across the river in National Park NJ.

Only for snow. ASOS is the primary system for NWS obs, and that is at the airport. ASOS doesn't measure snow, though, so other arrangements are needed.
